Former Minister for state for the department of the environment has ‘abjectly failed to implement water charges properly’.
His comments come as a now backbencher whose voices aren’t normally heard too loudly.
He got ‘let go’ of his ministerial position during the summer in a cabinet reshuffle. Enda Kenny and O’Dowd were close allies, and O’Dowd wouldn’t generally out his opinion against something his leader brought in.
He said he thinks Irish Water isn’t working for its customers, and he fears it’ll turn into a quango.
He said water is a precious commodity and Irish Water need to be more customer friendly.
