Staff at Irish Rail have been warned that a long-term and potentially damaging dispute is now possible.
The warning comes as a second day of strike action will be underway in the morning.
There will be no rail services across Intercity, DART, and commuter routes tomorrow.
Three more days of strike action are planned over the next couple of months.
