Ban on scrambler bikes to come into force next week

A prohibition on the use of scrambler bikes in public areas is due to come into effect next week.

Fresh regulations are set to be presented to Cabinet for approval next Wednesday by the Minister for Transport, reports RTE.

Darragh O’Brien said the proposed law is intended to outlaw the use of scramblers in all public spaces, including roads and parks.

In January, 16-year-old Grace Lynch died after being hit by a scrambler in Finglas, Dublin, reports RTE.

Minister O’Brien said the legislation will be called Grace’s Law, in her memory and with the backing of her parents, Siobhán and Martin.

He said: “I’ve remained in contact with Grace’s family, with her mom and her dad, and I’ve kept them abreast of progress, reports RTE.

“They’ve been incredibly strong through this whole awful situation.”

Work on drafting the new rules has been ongoing in recent weeks following Ms Lynch’s death, reports RTE.

Minister O’Brien said there were “complexities around definitions” when it came to scramblers.

“There wasn’t an actual definition in Irish law of that type of vehicle,” he said, reports RTE.

“So, we’ve had to do that work,” he added.

The minister said he plans to hold a final meeting with the Attorney General on Monday before submitting the legislation to Cabinet for approval, reports RTE.

Mr O’Brien said he will sign the regulations after Cabinet approval, with the ban expected to “take effect by the end of next week”.

“We’ve already liaised with An Garda Síochána,” he said, reports RTE.

“there will be a very short lead in time of one or two days”.

“So, I want it in place next week,” he said, reports RTE.

The minister added that tougher penalties for using a scrambler in public will be detailed once the regulations are formally passed, reports RTE.
