Martin welcomes Zelensky to Dublin and says Ireland will do all it can as it assumes EU Council Presidency




On July 1, Ireland officially began its six-month rotating Presidency of the Council of the European Union, taking over from Cyprus. This marks the country’s eighth time in the role, following previous terms in 1975, 1979, 1984, 1990, 1996, 2004, and most recently in 2013.

As holder of the Presidency until December 31, Ireland will chair meetings of the Council, set agendas, broker compromises among the 27 member states, and represent the Council in negotiations with the European Parliament and Commission. Irish ministers and officials will lead discussions on key legislative files, helping steer EU policy on issues affecting over 450 million citizens.

The Presidency comes at a pivotal moment for Europe. Under the motto “Ní neart go cur le chéile” (“There is no strength without unity”), Ireland’s programme is expected to prioritise competitiveness, security, values, and strategic autonomy. An opening ceremony took place at Dublin Castle, attended by senior EU figures.

Ireland’s deep integration in the EU single market, its strong track record in trade, tech, and climate action, and its neutral yet engaged foreign policy position it well to facilitate consensus. The term forms the first segment of an 18-month trio with Lithuania and Greece.

For a small, open economy like Ireland, the Presidency offers a platform to champion pragmatic solutions, advance the Digital and Green Deals, and strengthen the EU’s global role. Success will depend on skillful diplomacy amid ongoing challenges from geopolitics to economic pressures. Europeans will be watching closely as Ireland guides the bloc through the second half of 2026.
