The Muslim Brotherhood in France: A Survey Reveals a Broad Support Base and Growing Influence

The report titled “Index of the Secret Infiltration of the Muslim Brotherhood in France,” published on December 18, 2025, has attracted widespread attention in political and media circles due to its precise figures on the extent of the organizational and ideological influence of the Muslim Brotherhood within French society.

The report, prepared by the French institute IFOP on behalf of the magazine Ecran De Veille affiliated with Global Watch, constitutes the second part of an in-depth study on Islam and Islamism in France. It aims to provide an objective assessment of the spread of organized Islamic currents among French Muslims.

The results showed that 83,600 adult Muslims in France belong to the “hard core” of the Muslim Brotherhood—active members committed organizationally and ideologically to the group. This category represents 2.2% of the total adult Muslim population.

The report also revealed that 174,800 individuals, or 4.6% of Muslims, are classified as engaged followers, ranging from sympathizers to active members, indicating a broader circle of support surrounding the organization.

Regarding societal reach, the index disclosed that 13% of Muslims in France—approximately 494,000 people—publicly express sympathy for the association “Musulmans de France” (Muslims of France), considered the French branch of the Muslim Brotherhood. Additionally, 23% of respondents—around 874,000 people—acknowledged ideological sympathy with the Brotherhood’s current, even without direct organizational ties.

These figures reinforce the findings of the first part of the study, which indicated that about 1.4 million Muslims in France support various Islamic currents, warning of the rise of patterns of “toxic religiosity” that reject social integration and prioritize religious laws over civil laws.

Researchers view the Muslim Brotherhood as employing a long-term strategy based on ideological influence and building social networks, making the monitoring and analysis of this influence critically important for understanding the challenges related to social cohesion in France.
