29-year-old Salih Khater, of Highgate Street, Birmingham, will appear in court facing two counts of attempted murder. He has been charged with attempting to murder members of the public and police officers by driving a car through crowds outside the British Parliament in Westminster.
Met Police confirmed early on Tuesday that they were treating the incident as a terrorist attack.
The Sudanese-born man has British citizenship. He drove a Ford Fiesta into pedestrians before deliberately swerving towards police officers.
Then he crashed into barriers outside the Palace of Westminster and was arrested by officers immediately.
