An investigation into the horrific deaths of 44 prisoners in a Chad prison has ruled that the victims were civilians, the BBC reports.

In April the men were found dead in their shared cell, having endured 46 degree temperatures in cramped conditions. A report on the incident describes the horrific levels of heat, hunger, and thirst endured by the prisoners before their death, according to the BBC.

While the African nation’s government asserted that the men were members of Islamist terror group Boko Haram, the National Human Rights Commission has ruled they were actually farmers and villagers arrested for no reason.
