A leading figure in abortion services in the United States has died at the age of 93 while under detention under the Mental Health Act at a hospital in Dorset, an inquest has heard. He had been experiencing paranoia and delirium after being diagnosed with dementia, reports Breaking News.

Dr. Horace Hale Harvey III, originally from New Orleans and born in December 1931, established one of the first independent abortion clinics in the U.S. in Manhattan in July 1970, following changes to New York State legislation.

The clinic, known as Women’s Services, offered safe and affordable abortion care, reports Breaking News.

According to an obituary published by the New York Times, Dr. Harvey pursued work as an abortion provider to “combat what he felt was an epidemic of unsafe abortions at a time when unmarried women were denied access to contraceptives, and when comprehensive sex education was discouraged”.

Dr. Harvey, who had a son and a daughter, eventually relocated to the Isle of Wight, where he worked in public health. He moved to Dorset in 2014 after losing his home in a fire, reports Breaking News.

The obituary notes Dr. Harvey selected the Isle of Wight because “according to his research, it had the highest average temperature and received more hours of sunlight than anywhere else in England”.

During the inquest in Bournemouth, a statement from his daughter Kate described her father as “very determined” to maintain his health, walking a mile and doing 20 squats daily. She said he “enjoyed laughter and making up jokes” and liked dancing, table tennis, and snooker, reports Breaking News.

She also described him as a scholar, dedicated to “Aristotelian ethics and scientific learning”.

The inquest was told that Dr. Harvey was diagnosed with Alzheimer’s disease and PTSD in late 2024, the latter linked to the house fire a decade earlier, reports Breaking News.

On January 22, 2025, he was taken to Dorset County Hospital after fracturing a rib during a fall at home.

When physiotherapists raised concerns about his understanding of treatment instructions, he was assessed by mental health professionals and detained under the Mental Health Act, reports Breaking News.

Coroner Richard Middleton explained that Dr. Harvey had been showing growing signs of delirium and paranoia.

He was found dead in his hospital bed in the early hours of February 14. A post-mortem examination concluded that his death was due to natural causes—specifically ischaemic heart disease and coronary artery disease.

The coroner returned a verdict of death by natural causes and clarified that an inquest was legally required because Dr. Harvey had been under formal state detention when he died, reports Breaking News.
