Dr Tedros Adhanom Ghebreyesus told a news conference that despite the inability to reach consensus, the WHO committee had still declared an emergency.

According to Sky News, he added that overall the risk is “moderate” except in Europe where it is “high”.

The WHO statement aims to spark an international response to the outbreak that could unlock funding and sharing of vaccines.

The disease has been entrenched in parts of west and central Africa for decades and has not been known to trigger large outbreaks outside of the continent.
