The government seems poised to authorise a large hike up to the point where people pay the top tax rate to bring it closer to €40,000.
The increased tax rate of 40% currently applies to income above €36,800 for a single person.
Ministers are said to be discussing a €3,200 increase with a similar increase for married or registered single-income couples.
The three coalition leaders and finance and public spending ministers met on Sunday afternoon to finalise several outstanding budgetary measures.
In terms of funding, it is planned to agree on double payments for many weekly funding schemes, which are to be paid out shortly after the budget.
A double payment of family allowance should also be approved.
