Russia resorts to threaten with nuclear attacks as they realize they cannot win on the conventional battlefield.
By some accounts, the Russian army has already lost upwards of 45,000 soldiers in Ukraine, plus tons of war materiel.
Since it cannot make any further territorial gains -let alone actually hold onto the pitiful slivers of territory it has taken, the Russian Government can only resort to making big, but ultimately idle threats.
