Gambling advertising will be banned between 5:30am and 9:00pm under the government-approved Gambling Regulation Bill.
A new gaming regulator will enforce new advertising and sponsorship rules for all media and revamp licensing laws for the gaming industry.
The government plans to set up the new agency next year.
Secretary of State James Browne said advertising aimed at children and problem gamblers would be banned.
Credit card gambling, placement of ATMs in designated areas and other inducements to gambling will also be prohibited.
