The report found that 70% of first year students received the vaccine in 2015/2016 school year, which marks a decrease from 87% in 2014/2015.
The vaccine which is recommended by many health care professionals, has received major criticism from concerned parents after a number of young girls experienced serious side affects and health problems from the vaccine.
