Questions continue to be asked as to why Eamon Ryan took a second test rather than just self-isolate like everyone else would

According to the official Scottish Government website, fully vaccinated people traveling to Scotland from Ireland have to complete a passenger locator form and take a Covid-19 PCR test within two days of ARRIVING in Scotland. Vaccinated Travellers to Scotland also have to indicate they are fully vaccinated on the passenger locator form.

If you are not fully vaccinated, the process is different. According to the Scottish government site, a traveller completes a passenger locator form and takes a Covid-19 test BEFORE travelling to Scotland. The “not fully vaccinated” traveler then has to self isolate for 10 days. The Scottish government states “a small number of people who are not fully vaccinated, but are travelling as part of essential job roles, are exempt from isolating after arriving in Scotland.”

This begs the question, is Eamon Ryan actually fully vaccinated and in possession of a Covid-19 passport?
Why did Eamon Ryan need a covid-19 test before traveling to Scotland?
Why did the HSE “recommend” a retest?
