As a neutral country, should many county councils and public spaces controlled by county councils around Ireland be flying Ukrainian Flags in this international war?

We have all seen the Ukrainian flags being flown in private homes and business in solidarity with Ukraine and the almost 40,000 asylum seekers from that country in Ireland in the last few months.

No doubt, we have also seen many public buildings and public spaces under the control of county councils also flying the Ukrainian flag.
However, as a so-called “neutral” country, should these government buildings and public spaces be used to takes sides in an international war?

According to the Central Statistics Office “Migration and Diversity census of 2016, there are between 1000-10,000 citizen of the Russian Federation living in Ireland with a similar number of Ukrainians prior to the war.

Is it right that a neutral country should be taking sides in this international war by flying the flag of one politically favoured country? What about Russian Federation citizens? Do they feel alienated in Ireland at this time? afterall, it is not their fault that war has broken out between two neighbouring countries.
