It has been revealed in the past few hours that the Oireachtas committee on water charges is set to confirm that all those who paid their charges will be refunded.

It is also believed the committee will recommend that households who use 1.7 times the average amount will face charges for excessive usage.
The latest report will propose that all refunds will be paid rather through general taxation rather than chase those who have not paid.
