It is understood that the RSA wants to penalize drivers for not having a first aid kit in their car.

Other proposals by the RSA include to make it compulsory for all drivers to carry a torch, hi-vis vest, and a warning triangle in their vehicle.

The RSA hopes that this “emergency pack” will be compulsory for all new cars by next January, and for existing cars by July 2016.

Failure to have the kit might become a penalty points offence, or a compulsory requirement to pass the NCT.
