Venables, who is currently in prison after his licence was revoked due to repeated drug and child pornography offences, is scheduled to attend a parole hearing in the near future. He has been returned to prison twice since his original release in 2010.
There are fears that if the convicted killer is released under a new identity, he may go on to commit further crimes.
James Bulger was just two years of age when he was abducted by 10-year-olds Jon Venables and Robert Thompson in 1993. The pair tortured and killed the toddler in a crime that shocked the world.
