The massive haul was found after police stopped a vehicle at Forthriver Road, in the Glencairn area of Belfast, last Wednesday.
The drugs is thought to be worth between £250,000 and £350,000.
Follow-up searches yielded cutting agents and other drug paraphernalia.
A 24-year-old man was arrested, and remains in PSNI custody.
