Trust Fund Health Care System: Government to unveil plans that will see the HSE scrapped and a new Health Commission setup

The HSE will soon be dismantled over the next five years and will be replaced with a new health commission under the Governments new proposals to revitalise the Irish Health care system.

According to reports this morning the Government, will publish its 160 page proposal this week, which will outline details on how  hospital services will be managed by statutory trusts which will own their assets and manage the recruitment of their own staff.

It is understood the new trusts system will see the nations hospital’s having to meet predetermined annual performance targets, which will include reviews on average waiting times, out-patients and emergency department attendances.

The new proposal which has received full backing from Taoiseach Enda Kenny, will have its own budget that will be provided to the country’s hospital’s based on their performance.

Reports also suggest the plan will also include an special fund allocation of €50 million to improve waiting times for treatments in hospitals. It is understood this includes the €15 million investment in the National Treatment Purchase Fund, set out in the agreement between Fine Gael and Fianna Fail.

The new system will be rolled out across the next five years as the Government try to address the current outdated health system which recorded a 500 million euro overspend last year.
