The company who sold 1,000 Chinese ventilators to the HSE despite “Red Flags” is now involved in Vax Passport Portal




According to The Times, the HSE ordered up to 1000 Chinese made ventilators from the Roqu group last March with an order total of €35 million despite a due diligence report raising a number of red flags.

Having assessed two ventilators for a clinical and engineering review at Cork University Hospital, the two test ventilators were found to meet the relevant standards.
Having received 14.1 million from the HSE it was discovered that 72 ventilators did not pass the minimum standards and were never clinically deployed. The HSE received a €3.8 million refund.

A due diligence report on the two sample medical devices supplied by Roqu for initial evaluation found that the ventilators were “accompanied by 2 EU certs, but no CE mark was visible”. The report found it highly unusual saying that all machines with EU certification carry a CE mark.
It has also emerged that Roqu were not buying the ventilators directly from the manufacturer and this was not made clear to the HSE.
The medical device ventilator certificates had two company names on the EU certs.

The due diligence report also conducted a review on the head of Ruko, Robert Quirke saying “a number of contacts generally vouched for him as a “good guy?. But noted is very much in the “bravado of a deal + trappings”

Roqu are now involved in creating the so-called vaccine platform despite the due diligence report and their comments on Roqu’s head Robert Quirke.
